Step 4: lock all doors by using the door switch mounted on drivers panel.

Standard keyless remote packages: installed at time of manufacture. Your car may have the optional, Toyota VIP or rs3200 factory rake system installed. Max of 4 per vehicle.

Programming transmitters: step 1: to get started, enter the vehicle and close all doors, then lock doors by using door switch mounted on drivers panel. No remote keyless entry system at all. This seems to conflict with another manual that says for step 3 press and hold the unlock button until drivers door unlocks.
